Hintergrund

The ASEAN integration in 2015 transforms the Philippines into a strong and dynamic competitor in the region. Identified as one of the Next Eleven countries, the Philippines is considered as one of the upcoming, largest and fastest growing economies. Implied with an increasing demand for skilled labour the Philippine government addressed this challenge with the educational K-12 reform by adding two years of senior high school. Aiming to align the basic education with international standards, the young workforce shall be prepared for the promising opportunities.

This this will not be enough to tackle the shortage of skilled labour. Thus, in October 2013, the Federal Ministry of Economic Cooperation and Development mandated the German-Philippine Chamber of Commerce and Industry alongside other Partners to bring in dual training following the German holistic approach to serve as innovative solution.

There have been many attempts to implement dual approaches in the country. It is the first time in the Philippines that private sector actively involves itself and spearheads the innovation towards an exceptional educational system channelled through GPCCI.

Info Dual Training

The dual vocational training system is the commonest form of vocational training in Germany. The core concept of the dual system is that training is conducted in two places of learning – companies and vocational schools. The company provides trainees with the practical part of the training for 3-4 days a week, whereas the vocational school delivers the theoretical part for the other 1-2 days. Depending on the profession, training lasts between two and three and a half years.

The next milestone for institutionalizing dual training structures was initiated by GPCCI.

On 25 June 2014 representatives from German-Philippine enterprises as well as the Commercial Counsellor Christof Wegner from the German Embassy Manila met to establish the Vocational Training Committee (VTC).

For a well-grounded setup of vocational training, the VTC plays an important role in defining standards and guidelines for long term qualifications. This ensures an industry-driven training model which supplies the participating companies with experienced and skilled workers.

A matter-of-fact and open exchange of lessons learnt from past and on-going training projects with a dual approach was conducted by the participants.

The idea is to maximize the already build up resources and potentially include experienced stakeholders such as schools that have received support from German government in the past.

GPCCI together with the VTC would be the platform and body to discuss obstacles, opportunities and challenges to work on.  As a follow through from this first VTC meeting, stakeholders from government agencies and subject-matter experts will be invited as guests in the upcoming meetings to help address the enquiries of the VTC. A second meeting was successfully conducted on 30 July 2014 and included new members of the VTC: Continental Temic Electronics (Phils) Inc and CS Garments. Forthcoming meetings will be held every last Wednesday of the month.

The VTC is also recognized abroad. The Deutscher Industrie - und Handelskammertag (DIHK), as well as the Philippine Embassy, welcomes this strategic move and considers this as an interesting industry-driven concept. 



Kick-Off Forum

GPCCI launched the Dual Training Project in a kick-off forum for its membership in order to validate their demand for skilled labour.

The private sector was invited to join and support a new initiative by the Federal Ministry for Economic Cooperation and Development (BMZ) introducing the German innovative approach into the Philippine educational system.

Opened by the German Ambassador Ossowski, decision-makers of several German-Filipino companies and institutions attended the Forum and shared different opinions. Tobias Bolle, Project Director for Dual Training, presented the political framework and the benefits of a dual training cooperation between the private sector and the authorities in charge.

GPCCI included a questionnaire and opened the floor for an intensive experience exchange to analyse the businesses’ needs. Both, GPCCI President, Dr. Bodo Goerlich and Board Director and Dual Training Committee Chairman Tristan ‘Bobbit’ Loveres prompted the German-Philippine Business community to take the lead in this ground-breaking endeavour. Next step will be the establishment of a Vocational Training Board organized by GPCCI as foundation for a sustainable and industry-driven dual training program.
