The Philippines is on a trajectory to increase its power output by 2030 as part of the government's mission to provide energy security, ensure energy independence and increase energy efficiency to support the country's sustainable development plans.​Whether the government could guarantee the Philippines’ energy needs at an affordable price, and how to achieve it, has been one of the hottest policy debates. The strategies adopted by the government to manage its resources and the policies enacted to balance domestic use and supply have become critically important issues, given the Philippines’ rapidly developing economy.

Mr. Alexander Ablaza

Co-Chairman Asia-Pacific ESCO Industry Alliance

The last two decades of Alex Ablaza’s 36-year professional career has been dedicated to growing energy efficiency and other clean energy technology deployment in 14 Asian markets through the identification, due diligence and financial close of over $3 billion in direct investments, and also through catalytic market transformation, policy, regulatory, fund mobilization and transaction support interventions.

Across Asia and the Middle East, Alex currently provides energy efficiency expertise to governments, multilateral development banks, international development agencies, NPO/NGOs, think tanks, climate funds and other investors with the objective of scaling up energy efficiency capital flows through innovative finance, investment structures, procurement and policy reform.

In June 2018, Alex co-founded and was elected to co-chair the Asia-Pacific ESCO Industry Alliance, which provides a regional platform that links the ESCO organizations of China, India, Japan, Korea, Malaysia, the Philippines, Singapore, Taiwan and Thailand. He also is one of the co-founders of the Global ESCO Network, with its secretariat in Copenhagen, Denmark. Alex likewise serves as President of the Philippine Energy Efficiency Alliance, a non-profit alliance of energy efficiency market stakeholders.

He establishes equity vehicles with the purpose of flowing local and foreign investments toward managed portfolios of energy efficiency upgrades in Asian emerging markets. He serves as CEO of Climargy Inc, a pioneer vehicle for such investment model in the Philippines.

In his regional anchor roles for HQ teams of IFC/World Bank Group and ADB from 2006 to 2013, he enjoyed leading and growing climate finance and energy efficiency investment operations across Asian developing countries, as:

  • Regional Climate Finance Specialist for Asia, IFC/World Bank Group’s Global Climate Finance Team
  • ADB’s bank-wide energy efficiency expert and coordinator of ADB’s $2-billion-a-year Clean Energy Program

From 2000-2006, he managed energy efficiency programs of UNDP, UNIDO, USAID, IFC/GEF, World Bank, WWF and the Alliance to Save Energy.

Alex is armed with 33 years of project and corporate management experience, and an educational background in civil engineering (BSCE) and business economics (MBE).

Mr. Vivek Chandra

Chief Executive Officer Texas LNG

Vivek Chandra is also the CEO and Founder of Texas LNG, a 4 MTA US LNG export project under development in South Texas, USA. The Texas LNG project has received its key regulatory permits, including the Federal Energy Regulatory Commission (FERC) approval and Department of Energy export authorizations. Texas LNG is aiming to complete its remaining pre-FID engineering over the next 12 months, and to begin construction in 2022. First LNG production will be in 2026. Texas LNG's key attributes are its flexible low-cost commercial model, access to low-cost Permian basin gas, and its realistic size ideally suited for emerging and established markets.

Vivek Chandra is the author of Fundamentals of Natural Gas: An International Perspective, a bestselling hardcover book published by Pennwell / Endeavor, publishers of Oil and Gas Journal. Vivek Chandra has taught the popular “Natural Gas Dynamics” executive course, a three day course held over 25 times in 15 countries. Natural Gas Dynamics is currently offered as an online course and taken by over 300 professionals and students over the past few years. He has also developed mobile apps for the natural gas industry downloaded over 5000 times. He is a frequent speaker at LNG and gas conferences worldwide.

Mr Chandra’s extensive 30+ years international gas experience includes roles as independent LNG consultant, senior commercial executive with an Australian energy company, development of gas projects in the Middle East, and diverse experiences with ARCO in the United States, including Alaska, and offshore field engineering with Schlumberger in SE Asia, Middle East and US. He has worked on LNG import, LNG export, as well as gas pipeline export projects. He has degrees in Geophysical Engineering (Colorado School of Mines), Energy Management (U. of Pennsylvania), Petroleum Economics (IFP France) and in Commercial Law (Deakin University Australia). He is currently completing his PhD in International Law with dissertation on disputed maritime boundaries

Atty. Monalisa C. Dimalanta

Chairperson National Renewable Energy Board

Monalisa presently holds various leadership positions in the government and private sectors. She is Chairperson of the Philippine National Renewable Energy Board (NREB) since her appointment by the Philippine President on 28 March 2019. In this post, she steers the performance by the Board in its mandate of monitoring the implementation of programs established under the Philippine Renewable Energy Act of 2008 or the RE Act (Republic Act No. 9513) and in formulating recommendations for new programs and policies to the Department of Energy (DOE) towards achieving the renewable energy targets of the country.

Monalisa is also a Senior Partner in PJS Law, a full-service law firm she joined in August 2001. Until her assumption of office as NREB Chair, she was leading the Energy Group of the Firm. While her government post permits continued practice of profession, it precludes her from representing clients in the energy space. Thus, she continues to support the Firm in the training of junior lawyers in practice and leads the Firm’s programs on innovation in legal services.

One of such innovation projects has led to the creation of UNAWA Asia, an inclusive startup company formed as a result of collaboration between PJS Law and Talino Venture Labs SG. UNAWA provides digital solutions to medium, small and micro enterprises (MSMEs) for compliance with corporate and regulatory, including data privacy, requirements. Since the establishment of the company in November 2019, Monalisa sits as its President and CEO.

Monalisa is one of the six “Distinguished Representatives” for the 3rd Women in Renewables Asia of the Year Award. She is the only Philippine awardee in this year’s run of the program, organized by the Women in Renewables Asia (WiRA), honoring select group of women in Asia-Pacific for their contribution to the promotion of renewable energy the region. She was also cited as one of the two Philippines’ top legal practitioners in the recently issued IFLR Asia Best Lawyers 2020 and the sole awardee from the Philippines in the IFLR1000 Women Leaders, a distinction she held since 2018.

She is a Senior Fellow in the National University of Singapore (NUS) Lee Kuan Yew School of Public Policy for the Senior Fellowship Programme for Public Policy. She was a professor at the Ateneo de Manila Law School teaching Energy Law, Global Legal Practice, and Negotiable Instruments Law.

Mr. Allard M. Nooy

Chief Executive Officer InfraCo Asia

Allard joined InfraCo Asia in mid 2013 and has overall accountability for the company’s infrastructure developments and investments in 12 Asian countries.

InfraCo Asia is part of the Private Infrastructure Development Group (PIDG) and a commercially managed, publicly financed infrastructure development and investment company, headquartered in Singapore. InfraCo Asia funds early stage, high risk infrastructure development activities by taking an equity stake in commercially viable infrastructure projects that contribute to economic growth and social development.

Allard has over 25 years of strategic executive leadership experience in the infrastructure sector in emerging and frontier markets in Asia, and has successfully led and acquired infrastructure, energy and environmental companies.

His key focus has been on the development and implementation of growth strategies and has been accountable for the financing and creation of new assets and the execution of energy and infrastructure projects.

Allard’s previous roles include CEO of Jindal Aquasource and Jindal Ecopolis based in New Delhi, India President Asia Pacific at Covanta Energy Corporation (the world’s largest energy from waste company) based in Shanghai, China Regional Director Infrastructure Development and Director, China, for the Leighton Group in Asia Regional Director, Greater China at Thames Water International in Hong Kong SAR and Country Manager of Vermeer Ballast Nedam in Vietnam.

In his spare time, Allard lectures a Public Private Partnership Programme at Singapore Management University (SMU) and at the Project Finance Academy at the National University of Singapore (NUS).

Allard has served on the Board (as NED) of the International Project Finance Association (headquartered in London) since 2017.

He holds a BSc Eng in engineering management and an MBA in international business

Ms. Kerry Anne Shanks

Asia-Pacific Senior Consultant Poten & Partners

During her consulting career, Kerry Anne has led consulting engagements around the world, with a focus on Asia and Europe. She has advised companies on LNG procurement, marketing, pricing and regulation. She has acted as market advisor for the due diligence of major gas and LNG project finance transactions.

Prior to joining Poten in 2018, Kerry Anne was the head of Wood Mackenzie’s Asia Pacific gas and LNG research. She has also worked in business development for Shell.

Kerry Anne holds a BSc Hons in Mathematics and Finance from the University of Waikato, New Zealand.
