Advancing Enterprise-Based Training: Highlights from the Dual-Vocational Education Summit 2025

  • News

The Dual-Vocational Education Summit on Enterprise-Based as a Strategic Workforce Investment, held last 23 September 2025 at Makati Diamond Residences, gathered key representatives from the government, industry, and education sectors to explore the advancement of Enterprise-Based Education and Training (EBET) as a strategic investment in the Philippine workforce.

In his keynote message, H.E. Ambassador Andreas Pfaffernoschke underscored the importance of partnership in shaping future-ready talent:

“When schools and companies work hand in hand, young people gain not only knowledge but also the skills and confidence to succeed. Enterprises, in turn, benefit from a workforce that is better prepared, more adaptable, and deeply aligned with industry needs.”

The event came at a pivotal time with the signing of the EBET Law by TESDA and the establishment of the TechPro Unit within the Department of Education (DepEd)—both significant milestones in aligning education with industry demands.

As TESDA Director General Danilo “Kiko” Benitez emphasized,

“EBET embodies the triple-helix model where government, industry, and academe don’t just operate alongside each other but actively collaborate to co-create knowledge, develop skills, drive innovation, and plan development.”

Representing the German-Philippine Chamber of Commerce and Industry (GPCCI), President Marie Antoniette Mariano and Vocational Training Committee Chairperson Mr. Tristan Loveres reaffirmed the organization’s commitment to supporting companies in skilling and upskilling their workforce:

“Investing in people—the most important resource of any company—is the smartest investment we can make.”

Through the summit discussions, GPCCI and its partners continue to advocate for stronger collaboration and meaningful partnerships to scale EBET implementation and ensure shared benefits across companies, schools, trainees, and communities.

GPCCI extends its gratitude to all speakers, panelists, TESDA Deputy Director-General Nelly Dillera, DepEd Director IV Marc Magsalin, Ms. Georginia Pascual of the International Labour Organization, Mr. Paulo Duarte of Bosch Philippines, Dr. Alberto Fenix of PCCI-HRDF, Ms. Riza Talon of the Porsche Training & Recruitment Center-Philippines, and Mr. Mark Gumapon of Don Bosco Technical Institute, and participants for their valuable insights and active participation in making the Dual-Vocational Education Summit 2025 a success.

Together, let us continue building pathways for a future-ready, skilled, and empowered workforce through enterprise-based training.

Looking Ahead: Strengthening Collaboration Through TESDA

As a next step, GPCCI invites participants and partners to an exclusive follow-up session with TESDA to discuss the implementation and registration procedures of the EBET Framework Law
