GPCCI opened the program with welcome remarks, followed by an introduction of the speaker by Ms. Katharina Bandelow, Deputy Head of the Economic and Commercial Section of the German Embassy Manila.
The keynote address was delivered by Ms. Ysabelle “Beng” Alonzo, Vice President for the Professional Development Center of the Philippine Institute for Supply Management (PISM), who discussed the potential of the Philippines to transform its industrial model and strengthen its position in global technology supply chains.
While the Pax Silica initiative is only part of a larger mechanism created by the Luzon Economic Corridor, the discussion explored the importance of infrastructure, energy, critical mineral processing, and policy frameworks in supporting long-term industrial development.
Ms. Alonzo shared indicators or pillars for readiness to push for industrial transformation: alignment with international partners, established electronics expertise, critical mineral resources, scalable industrial land, strategic logistics infrastructure, and proactive public policy. She emphasized that while the Philippines has built a strong foundation in electronics manufacturing, the country must move beyond traditional assembly towards higher-value manufacturing.
Key opportunities include advanced packaging, especially with the growing demand for artificial intelligence (AI) integration. Consequently, Germany’s expertise in precision tools, industrial machinery, optics, technical training, and automation remains a good medium for a steady partnership with the Philippines. Investment opportunities through current government infrastructures were also highlighted, such as the CREATE MORE Act, which pushes forward tax incentives, research and development, and technical training.
The presentation was followed by an open Q&A session, where participants raised questions on safeguards and legislation, the development of an AI-native industrial hub, infrastructure and connectivity, the multilateral nature of Pax Silica, and the need to ensure continuity of industrial policies across political administrations. The discussion also highlighted the strategic role of the Luzon Economic Corridor in connecting key economic areas and supporting resilient trade and manufacturing infrastructure.
The forum concluded with closing remarks from Mr. Eric Gottschalk, President of the German Club Manila, who highlighted the relevance of German investments in Clark.
