GPCCI-ARTA Partnership

June 2023 – GPCCI Luncheon Briefing with ARTA

On 29 June 2023, the German-Philippine Chamber of Commerce and Industry (GPCCI) hosted a luncheon forum featuring the Anti-Red Tape Authority (ARTA). The forum highlighted government initiatives to streamline business permit applications through the Electronic Business One-Stop Shops (eBOSS) Compliance Report for Local Government Units (LGUs), a digital portal introduced by ARTA. Secretary Perez emphasized ongoing efforts to optimize sectors critical to the economy, including Telecoms & Connectivity, Energy, Logistics, Housing, Health, Food and Pharma, and Infrastructure. ARTA also offered support to German-Philippine businesses, exploring a future memorandum of understanding (MOU) to address potential challenges.

October 2023 – Stakeholder Forum on MOU

In October 2023, the GPCCI and ARTA convened a stakeholder forum aimed at enhancing ease of doing business and strengthening German-Philippine business relations. This forum served as a platform for GPCCI members to explore how ARTA could provide streamlined services and support through a potential partnership formalized by an MOU. 

November 2023 – Signing of MOU

On 29 November 2023 during the ARTA’s EODB Convention 2023, GPCCI and ARTA signed an MOU, designating GPCCI as an ARTA Champion. GPCCI President Stefan Schmitz expressed commitment to assist the government in streamlining processes, reducing bureaucratic hurdles, and fostering a competitive business environment. German Ambassador Dr. Andreas Michael Pfaffernoschke endorsed the partnership, highlighting its potential to ease business operations for German companies in the Philippines and strengthen public-private collaboration.

Responsibilities of ARTA 

  • Receive complaints from its members which shall be properly and promptly endorsed to ARTA  
  • Assist in implementation of ease of doing business (EODB) Law 
  • Support, promote, and participate in seminars or webinars of ARTA to raise awareness in the business sector  
  • Act upon the complaints endorsed by GPCCI accordingly and promptly 
  • Provide trainings, seminars, or educational materials (pamphlets, booklets, and manuals) to apprise the Chamber and its members on latest updates on ARTA mandates or policies 
  • Seek recommendations for improvement of regulatory systems, policies, and procedures 

July 2024 – Coordination with ARTA on the GPBAP

Nearly a year after the initial collaboration, GPCCI held a coordination meeting with ARTA on 11 July 2024. The focus was on consulting ARTA regarding complaints and concerns raised by German companies. GPCCI, serving as a bridge between the German and Philippine business communities, aimed to improve the German-Philippine Business Action Portal (GPBAP) with ARTA's support, ensuring bureaucratic efficiency in the Philippine business environment. 

September 2024 – Launch of German-Philippine Business Action Portal

During the GPCCI Joint Economic Forum, in partnership with the German Embassy in Manila and German Club Manila, the German-Philippine Business Action Portal (GPBAP) is officially launched. Members and partners of GPCCI are invited and welcome to submit their concerns on their business-related transactions with various government agencies.
