Published by the German-Philippine Chamber of Commerce and Industry (GPCCI), the report brings together a year of dialogue with eight government agencies through the IMPACT Dialogue Series: Department of Finance, Bureau of Internal Revenue, Bureau of Customs, Securities and Exchange Commission, Food and Drug Administration, Department of Energy, Department of Environment and Natural Resources, and Department of Migrant Workers.
Rather than rating agencies, each chapter records what the agency shared, recognizes the reforms already delivered, and sets out three practical recommendations the agency can implement within its existing authority. Together, the 24 recommendations point to four priorities: complete digital processes, rules applied consistently in writing, published service standards, and regulation proportionate to risk.
