Mapping the Technological Landscape and the State of AI Adoption in the Philippines

On 17 March 2026, the Information Technology Committee (ITC) convened at German Club Manila for the inaugural session of its AI Series, “State of AI Adoption & Emerging Technology Trends in the Philippines.”

The event brought together members of the German-Philippine Chamber of Commerce and Industry (GPCCI) and key technology stakeholders for a high-level discussion on the impact of artificial intelligence on the business landscape, with a focused examination of technological acceleration, data readiness, and evolving workforce dynamics shaping industrial operations.

 

Mr. Tobias Rast, Vice-Chairperson of the GPCCI IT Committee, formally opened the conference by underscoring artificial intelligence as a key force reshaping modern business. He emphasized that the long-term resilience of both German and Philippine companies depends on a forward-looking perspective of the technological landscape, particularly in strengthening data readiness and governance frameworks to support responsible and well-informed decision-making. 

 

Building the National AI Ecosystem 

The discussion was anchored by Ms. Michelle Alarcon, President of the Analytics & Artificial Intelligence Association of the Philippines (AAP), who traced the country’s progress from the absence of a formal data upskilling strategy in 2017 to the successful implementation of a volunteer-led, government-funded program that produced over 40,000 data professionals at no cost. She emphasized that this milestone demonstrates the feasibility of large-scale upskilling initiatives. Ms. Alarcon further underscored the importance of advancing sovereign AI and localized data practices to develop secure, competitive systems aligned with Philippine contexts, and introduced the Philippine Skills Framework (2024) as a critical foundation for standardizing career pathways for data science and AI governance professionals. 

 

Infrastructure Realities and the Productivity Frontier 

Following the keynote, a panel discussion moderated by Mr. Martin Baulig, Chairperson of the GPCCI IT Committee, brought strategic perspectives into industry context. The panel featured Mr. Fabian Bergeron of Siemens Inc. and Ms. Michelle Alarcon, and addressed critical infrastructure constraints—most notably the need to significantly expand data center capacity by the end of the decade. Panelists noted that the Philippines is currently lagging behind regional peers in scaling this critical infrastructure. 

 

Mr. Bergeron emphasized that effective AI adoption requires an agile mindset, positioning AI as an enabler that enhances workforce productivity rather than a replacement for human talent. The discussion also highlighted the country’s regulatory gap, observing that in the absence of enacted AI legislation, the AAP’s AI Code of Ethics currently serves as an essential framework for professional self-regulation. 

 

Strengthening the Foundation for a Future-Ready AI 

Ms. Marie Antoniette Mariano, GPCCI President, delivered the conference synthesis, highlighting that the session offered a clearer understanding of the Philippines’ AI landscape—its progress, challenges, and structural constraints affecting local industries. She underscored that while AI adoption is already widespread, the primary challenges facing businesses are institutional in nature, particularly around organizational readiness, data quality, and workforce capability development necessary to move from experimentation to meaningful AI integration. 

 

By grounding the dialogue in the practical experiences of the Analytics & Artificial Intelligence Association of the Philippines (AAP) and Siemens Inc., the event established a strong foundation for a sustained series of discussions focused on advancing responsible, practical, and future-ready AI. Ms. Mariano emphasized the need for a renewed, shared commitment between the German and Philippine business communities to advance a digital governance agenda that balances innovation with accountability, underscoring that technology should ultimately enhance the lives of Filipinos rather than define the nation’s future. Overall, the ITC meeting served as a critical platform for examining the forces shaping the Philippine AI landscape, reinforcing the shared responsibility of stakeholders in addressing talent development, infrastructure needs, and ethical governance to support sustainable and meaningful AI integration.
