Enhancing Cybersecurity and Compliance at the 2025 GPCCI ITC Data Protection Dialogue

The German-Philippine Chamber of Commerce and Industry (GPCCI) successfully hosted the ITC Data Protection Dialogue: Strengthening Privacy in the Digital Age on 19 March 2025 at the German Club Manila.

Mr. Jonathan Rudolph Y. Ragsag (National Privacy Commission) discussed key developments in Philippine data protection, while Engr. Lian Cecilia Ortiz (TÜV Rheinland Group) shared best practices for building resilient data protection frameworks. Atty. Michael Ian F. Rodulfo (BDO Unibank) joined as a panelist, leading discussions on implementation challenges, emerging trends, and best practices in the IT sector. 

 

GPCCI Executive Director Mr. Christopher Zimmer graced the event, highlighting the importance of data protection, security, and risk management in today’s digital landscape. He emphasized the need for a proactive approach to identifying and mitigating data privacy risks for businesses. 

 

Mr. Ragsag discussed government initiatives to strengthen data protection in the Philippines, highlighting the Data Privacy Act of 2012 and strategies for cybersecurity resilience, regulatory compliance, and business protection against digital threats. He emphasized the NPC Circular 2023-06, which reinforces personal data security for both government and private sectors. He also outlined the Philippine Privacy Mark Certification Program as a key step in enhancing information security management. Additionally, he tackled AI guidelines covering the development, deployment, and training of AI systems. 

 

The second speaker, Engr. Ortiz, highlighted data protection as a strategic advantage in today’s digital landscape. She identified three key drivers: rising cybersecurity threats, data as an asset, and competitive advantage through protection. She also underscored the role of AI and emerging security technologies in enhancing compliance and future-proofing businesses. 

 

During the panel discussion, industry experts Mr. Ragsag (NPC), Engr. Ortiz (TÜV Rheinland), and Atty. Rodulfo (BDO) tackled cybersecurity, regulatory compliance, and data governance, sharing insights on emerging threats, risk mitigation, and the evolving data protection landscape in the Philippines. 

 

Mr. Ragsag emphasized the government’s role in enforcing data protection regulations to ensure a secure digital environment. 

 

Engr. Ortiz highlighted that employees are the first line of defense, stressing the need for continuous training and awareness

 

Atty. Rodulfo underscored the legal consequences of data breaches, recommending a return to the fundamentals for a stronger grasp of the law. 

 

In his closing remarks, ITC Vice Chairperson Mr. Tobias Rast reaffirmed the partnership between Germany and Philippines in advancing data protection standards. He emphasized the need to adopt global best practices and foster knowledge exchange to strengthen the digital economy and IT sector. Building trust through a collective commitment to data protection is essential to strengthening digital resilience and securing the future of the digital economy.
